For Adsense, How do I prove I'm not American so I don't need to fill out an IRS form?

After $10 of profit from the ads you are supposed to fill out an internal revenue form."International publishers need to submit Internal Revenue Service form W-8 and/or Form 8233, or certify that they do not have a US presence."I'm from Canada actually, Does me having dual citizenship mess with the "do not have a US presence" term?
