Can Google ban me from having a different Adwords account from my Adsense account?

Does anyone know for sure? I realize Google can ban you for having multiple Adwords account, but can't Google just connect my Adwords account which is different from my Adsense account (having two different email addresses).Thank you. I would greatly appreciate your response.
