I don't understand google adwords, can anybody help explain how i get started...

...making money instead of spending I'm trying adwords with google to make extra money not a lot just a little extra. So far they have billed me twice for 29.95 and I cannot get started , what am I doing wrong? Any help would be very much appreciated. They keep charging my account for $29.95 each month so far 2 months but I am going to cancel if i can not get it going where they are depositing into my account instead of taking out. PLEASE HELP IF YOU KNOW WHAT TO DO. I can't find the forms to fill out to submit to make the ads that is whaat makes the money, when people click on one of your ads and buy something you get so much per click and so much when and if they buy something on the site you advertise. Something like that.
