Yes that is true but you can't rely on it 100%, in other words you can't say that if you have a Web 2.0 website then it is going to have higher PR. The PR of a website depends on many factor and one of the factors which might be reason for high PR for Web 2.0 websites is C2C (Content to Code) ratio.Web 2.0 websites are tableless and use CSS which gives us a clean, less cluttered code which might be advantageous over websites with tables.Another implicit factor attributing the high PR of web 2.0 websites could be the good design. Web 2.0 websites are attractive and people might bookmark it, add links etc which gives more visibility to the search engines and hence getting high PR.Hope it helps..
