How do I get my site at the first page rank in Google, Yahoo and MSN?

I have read from SEO's that you need to submit links to many web link directories. I can only try free submission as I do have much fund to add for this. Does free submission still work?Besides this, how else to get top? I need serious answer who knows about SEO? Thanks in advance.
