Nope, it needs a new motherboard.

PCIe is the new type of graphics card and they fit the newest type of motherboard.

If your motherboard does not have a PCIe slot, then its a new board.

No PCI-E support 16X speed Normal PCI support 1X speed only

No because PCI-E port are specially designed which has a big difference under normal PCI-Slot.If you're planning to add a graphics card make sure that the graphics card is designed which is port available to your PC.There is also a graphics card which has PCI slot (Older generation)Todays Graphics card has now PCI-E (new generation) because this port provides 16x faster the bandwidth than regular PCI Slot

You may be able to physically get the PCIe card in a PCI slot, however this is not recommended and you run the risk of damaging both the card and the motherboard. In addition to the physical problem, you gain nothing by trying to run a PCIe card in a standard PCI card slot since the bandwidth specs are so great.
