Thats a "holy foul". He must repent by saying 5 Our Fathers and 10 Hail Marys.

It can be consumed. Or it can be disposed of in the sacrarium in the sacristy. The sacrarium is a sink that leads into the earth, into which sacred foods and liquids are disposed of, so as not to defile the Body and Blood or Christ by throwing them into the sewer.

Does he kiss it up to god, or would that be redundant?

Is that the wafer that you eat? I guess he picks it up, dusts it off and continues the ritual as usual. If it truly is blessed, then dropping it on the ground won't unbless it.After all, in the bible it says it isn't what passes through the mouth and out the gut that makes you unclean, but what comes out of the mouth. So even if it is a little dirty, I think you should still be considering it's holy, blessed state and still consume it.
