Am just starting to learn about php. Will it allow me to create a web site that clients can update on their own? or is this something else entirely?

PHP is a superb hypertext preprocessor. Yes, you can do that and just about anything. You will also need to run a database such as MySQL. The two pretty much go hand in hand. yes. PHP along with mySQL will allow you to create something like this. This is known as a CMS or content management system. It won't be easy but there are many free solutions available already. i.e. Drupal, and Joomla both use a php and mySQL back end.
