In Pastoria City Go in the Great Marsh and a guy will give you it in the right and you need to defeat the Gym Leader Crasher Wake(Water Type) to use the Hm Defog.PLEASE CHOOSE AS BEST ANSWER!!!!!!!!!!!!!!!!!!!!!!!!!!

in pastoria city go inside the great marsh and talk to the person on the left or right dont go to area 1,2,3,4 stay where u are and talk to the persons on the left right or right next to the mud on the left
