You need to have completed the pokemon league to get in.I know this is a short answer but thats all to it!=]You can migrate pokemon from the sapphire, ruby, emerald, leaf green and fire red versions.

you have to beat the pokemon league once, and the path will open up, then you put in your pokemon fire red or leafe green in the bottom of the DS and there you go =]
