A very good question.Gastly, in fact, does not learn the move Confusion.You can, however, teach it the move Psychic by TM 29 or Gastly can learn Psywave as an egg move.

Professor Oak is indeed right, Gastly does not learn the move Confusion, it does learn TM29 Psychic and Psywave as an Egg Move. It also learns the HypnoEater Combo, Hypnosis and Dream Eater.
