Default flash + xml VS html+asp?

i want to developing an LMS in any of these flash or html. what is the best if we compare the both, i don't care how much is that difficult.. but.. relayable, secure. etc.i can develop in both html, and flash. with using any of the server based language, asp, php, with xml to comunicate with. but can somebody compate both... Flash(asp+xml) VS Html+asp.... and.. can sombody please give me some reference url. thank you..

Well the Flash websites require software to create them, but provide interaction with ease and with animation/video that can be impressive. Html by itself is a standard, but can easily be improved by using basically the same code with slight modification for xhtml/xml. Asp has advantages over html, but I'm not too familiar with it.
