How to start designing a web directory/SEO portal?

I want to design a web directory/SEO portal. I know HTML and JAVASCRIPT. After the main page is designed, how to get the links ? I hope that I can't take the links from other SEOs to post it in my directory free. Is there anyone who can help me out or who can guide me?
